HP Laptop runs extremely HOT

I have a HP Pavilion dv7 laptop and my fan always seems to be running at a high speed and the temperature is always extremely hot. Well let me retract that "always" remark and say most of the time. I have done my research and have checked the regular symptoms, and none of them seem to be the cause. Here is my setup:
The laptop is sitting on a wooden desk with a book propping up the back of it letting more air under it. I am sure the book is not blocking any vents either. It is running on AC power. All the vents are clean of dirt/lint. There are no huge processes running in the background. Why as of right now I only have IExplorer running to write this and the fan is screaming and it will burn my fingers if touch the bottom for too long. I close all programs and have minimal background programs running when I am not using it (but still have the computer running) and I can hear the fan speed up for 15 min. or so then slow down then randomly repeat. I ran Malware Bites Anti malware and it came back clean.
I open the taskmanager when the fan is screaming and it does have a 80%-100% CPU usage, but not a single process causing it. Most of the time it is svchost.exe "hogging" the CPU and it one of the many other svchost.exe processes running. Right now it is iexplorer.exe causing the max load on the CPU varying between 40% & 60% usage. Any suggestions on what may be causing this or how to fix it?

When did this symptom started to appear or happen?

How old is this laptop?
Does your laptop get just as hot while in safe mode? If you haven't try this please do try. Restart your computer and go into safe mode, and stay logged in safe mode for 30 minutes running simple task like word and so on.

My initial guess after reading what you describe seems to be that it could possibly be heating issue inside(fans being slowed down due to dust), a lot of dust and so on. The laptop is only about 2 years old. I will try the safe mode test after I send this post and report back. As for my specs. I will update them after I send this also.

Sorry I haven't replied in a few days. I finally got a chance to reboot in safe mode and am in it right now. Before I rebooted the fan was running not max speed, but pretty high and temperature was hot. Through the reboot process and still after everything loaded in safe mode the fan speed and temperature remained the same. I opened several programs in the background and the fan isn't screaming (well yet) but hasn't slowed or cooled either.

I said before that there is no visible lint or dirt in the vents, but does anyone have a good link for instructions on how to open the bottom and clean out any dirt/lint that is not visible on the surface?

Or if dirt turns out not to be the problem, and since I am still getting hi temps and fan speed in safe mode, what else could be the problem?

Remember too that it's important to ground yourself with a wrist strap or keep touching metal parts on the case whenever you touch the electronics to avoid static discharge. Do not work on a rug.

Do everything is ultra-slow motion to avoid dropping screws.
