I am looking at upgrading my toshiba satellite a660 the manual says only 8gb can be installed is this a main board issue or a bios issue or can I put in 16gb just curious
If the manual says only 8 GB is supported, then that's what you are limited to. The chipset usually determines the limits, but sometimes the mainboard manufacturer/computer manufacturer can limit the amount even further.

This is a motherboard limitation. If you are using Windows 7 32 bit, only 4 GB can be used anyway. If you have 64 bit, you can put in more than 8 GB, but the motherboard just will not recognize it. I don't think it will do any harm. Having that much RAM is not going to benefit you much anyway. If you need more, check for a motherboard that handles more.
