Win7 booting every time in recovery mode

Every time I boot my computer, it come up loading files, the open the boot recovery mode. If I leave it, it says that it fix one error, then it restarts and does the same again. The error was that it the boot.ini was missing. So I booted it up with ubuntu, and created an empty boot.ini file, then booted the minitool partition wizard (Partition Wizard Bootable CD allows user to manage partition directly with partition manager bootable CD.) and configured the boot.ini. But still no luck. It's booting into recovery mode because that is the first partition.
Help will be apreciated!
Edit: I can't get into safe mode.

I don't know why that exclamation mark is there, though. I've never seen it before...
As to the MBR, Minitool Partition said that it rebuilt it okay.
Edit: Sorry anyone who saw all the code instead of and image.. Don't know why it happened.

You must mark the 100mb System Reserved (preferred) or WIn7 partition Active first before it will repair or rewrite the System boot files.

Then run Startup Repair - Run up to 3 Separate Times until Windows 7 starts and it's boot partition holds the System Active flags.

If this fails when System Reserved partition is marked Active, move the Active flag to Win7 partition itself and then try the 3 repairs again.

The C: Disk had become corrupted and a I could access it but GParted said that I need to do a CHKDSK to fix it. I did that and it fixed some errors, but not all. So I copied all the files of it and used the recovery partition to restore it back to it original state.

That's hardly even a band-aid for a suspicious HD.

You should test the HD with the maker's HD Diagnostic extended CD scan, followed by a full Disk Check. Until then you will not know its actual condition except that it was reporting problems previously which would likely not be resolved by a reinstall.
