gdiplus.dll missing error - tried everything and won't go away

Hello friends:

The stupid "gdiplus.dll is missing" error is driving me crazy. Many programs use it and fail to start because it is missing.

I tried everything that this article suggests (which was helpful) with the exception of repair of Windows (i don't have a CD as it arrived preinstalled on my laptop) or reinstall of Windows (for same reason).

Did not help.

Here is my sfc /scannow log. Clearly, this file is being identified as missing or corrupt and sfc cannot repair it.

Any help would be much appreciated!

C:\Windows\System32

If its a game (or other programs) then put it in the installation folder
