How to re-install windows 7 if your laptop won't boot?

Good day everyone , first of all sorry for posting this thread in the wrong section.

how can i re-install windows if my laptop won't boot because it is stuck in "start-up repair loop" i tried everything in the internet/other forums fix, but it doesn't hell me at all. So can i re-install it by just putting a new windows 7 disc and booting by bios?

If you can get the Win 7 DVD in the drive and make it boot, you will be in shape to do a Clean Install. Did you make the OEM manufacturer's Recovery Disks?
