My computer will not start-up normally
Or in safe mode, Failure ID 6CQ708-4RH6B4-XD03HF-60Q003 When I run hard disc test
It stops loading when it gets to \ Windows\system 32\drivers\NISx64\1008030.006\SYMEFA64.sys

SYMEFA64.SYS = Symantec Extended File Attributes

Try:
Consider uninstalling it with the Norton Removal Tool and replace with Microsoft Security Essentials at least to test.
Microsoft Security Essentials.
Recommended from a strict BSOD perspective, compatibility & stability compared to other antiviruses/internet security software. It is free and lightweight:-
:ar: Do not start the free trial of Malware Bytes; remember to deselect that option when prompted.

Run a full scan with both (separately) once downloaded, installed and updated.

Post your results.
