GeForce 9600GT Fullscreen DX10 issue

I cannot get fullscreen DX10 games to stay that way. DX9 versions of these games work fine, but when DX10 is used a single tray popup from any messenger that someone has signed in or out takes me out of fullscreen. Desktop composition visual themes compatibility mode and updating DirectX did not help. Does anyone have any ideas?

OS: Windows 7 RTM x64
Latest nVidia drivers though problem has persisted since installing W7 through all driver updates.

1. Fill out your system specs as thoroughly as possible.
2. What game(s) are being affected?
3. exact brand and model of video card.

It's been months and it's still at it after so many drivers.

Games affected are Resident Evil 5 in DX10 and PCSX2 in DX10, seems like using any of them in DX9 makes the problem go away. IM popups simply appear and flicker over the image but everything remains fullscreen. It seems that anything DX10 does it. The graphics card brand is XFX 9600 GT.

I can confirm that a 9600gt chip has no issues what so ever displaying full screen dx10 games.

As josh says, fill out system specs and we get better idea.

Look at the top of the page and you will see one of the choices is usercp. Click on it and look down left hand side for system details(or something to that effect), proceed to fill in.
