Windows 7 unable to control my cpu fan

Hardware specs:
Asus W3J Notebook
Intel Mobil 945PM Express chipset
Intel Core 2 Duo T2400

After booting and using the machine for a while, Windows 7 will not turn on the cpu fan as the processor starts heating up - and after a while it will hit critical temperature and shut down. If I reboot or go into sleep mode however, they will be turned on. I assume this is done directly by the BIOS as Windows 7 now will not slow down my cpu fan once my processor starts cooling. I did not have this problem in XP, which was what I used prior to a fresh install of W7.

So in effect, Windows 7 isn't able to control my cpu fan at all - and the temporary workaround is going in and out of sleep mode when my cpu temperature hits around 60 degrees celsius in order to get a decent speed/noise ratio on my fan.

Steps taken to try to fix this
* Updating the chipset drivers
* Installing ACPI drivers from Asus
* Cleaning the CPU fan and blowing out dust
* Installing various Asus performance tools and other misc. utitilites - none of them are able to do anything but get a reading
* Booting into Ubuntu from an USB stick, to check if it could be a BIOS problem. Ubuntu is able to control my fan just fine.

I am completely at a loss as to which step to take next. Any help or point in the right directory will be greatly appreciated :)
