What is easiest way to add WinRE now?

Want to put WinRE available to user who doesn't have DVD/CD drive or stick.

There is a Recov partition on BIOS boot menu for this HP, but it is linked to the old deleted Vista recov. Can it be adapted or overwritten to instead provide a link to WinRE I install?

What is the easiest way to get WinRE on here?

I have this from MSDN blog as a bookmark and a paper copy, it has helped me a couple of times to do this. Ir should answer your question.
