Problem Installing a program

When I first got my laptop I installed a program called VPN Client. Had no problems and it worked fine. Recently I formatted the hard drive and now when I try to install that same programe I get this message.

I am not familiar with your program, but I had a thought. Many times when something does not work properly, a notice is given. Many times that notice is not really indicative of the situation and this may be one of those cases. But, if it isn't, it would be my guess that the program your bought, has EULA, indicating that it can be installed only once, or in only one machine, similar to an OS OEM version, can this be a possiblility?
