I have a dual monitor setup. It there away to extend the task bar to second monitor without using any third party apps.

No, there is no way to natively extend the Taskbar to another screen in Windows 7. If you want to move the taskbar, you can click-and-drag an open area of the taskbar and drop it wherever you like (taskbar must be unlocked).
If you change your mind and wish to use a 3rd-party app, try
