I have an onboard ATI HD 3200 graphics + an PCIe ATI HD 4350 together in SurroundView mode and everything works fine. However I don't understand the following 4 options in the BIOS. What is the difference between the setting? I have it on the first one and everything seems to work fine.

It's the order in which the motherboard sets the Primary VGA graphics.
So as you have an added 4350 connected to a monitor, this is GFX0 and is the primary card that will be used to run Games etc. Surround view turns on the onboard VGA as a secondary graphics output for a 3rd monitor as the 4350 can have 2 monitors.

OK, so I have 3 LCD monitors in SurroundView, two of the are connected to the 4350 while the other is on the 3200. How do I enable the 4350 to be the primary video card?

You have already set the 4350 as the Primary cos in the BIOS, you have it set to GFX0-GPP-IGFX-PCI. Where GFX0 is first in the list and is set as the Primary Graphics card. GFX0 stands for GraFiX0 (ie Graphics Card0), IGFX stands for Integrated GraFix (graphics), PCI stands for PCI graphics card.

And it works quite well. This is with 2 LCD monitors on my 4850 and a 32" LCD TV on the onboard 3200,

Also if yours is anything like mine and the option is there, make sure to set the clock frequency for the onboard to at least 400-500 MHz,

as well as giving it a minimum of 256 MB of ram, assuming you have at least 2 GB of system ram.

Up to 4 actually. Two on the video card, and any combination of DVI/VGA or VGA/HDMI on two of the three (unless the motherboard manufacturer only used two ports, most have three) on the motherboard.
