what does red cross on battery icon mean next to clock on taskbar. when i move the mouse over the icon, it says fully charged

Normally, it indicates that the battery needs charging but clearly in your case this is erroneous. Take a look here also:

Manhunter is right. It is usually indicative of a battery in need of a charge. Sometimes it can also indicate a battery that cannot hold a charge
