ERROR says,
The application has failed to start because its side-by-side configuration is incorrect. Please see the applications event log or use the command-line sxstrace.exe for more detail.

what program are you running? Try to uninstall, reboot--> reinstall the program, then reboot. I've seen this a lot, sometime trying to uninstall third party firewall, then reinstall the program are solutions
