Open the start menu and type in run > then go to browse and see if you can access it that way.

Another thing to try is disabling the UAC

Obviously the higher you set it the more secure you're going to be, in theory. I think having windows firewall, MSE, and Malwarebytes is just fine if you know what you're doing.
