The only active security (other than MSE) is the Windows Firewall. I disabled it and tried Shopsafe again. No dice....

So I restarted my computer and went back to my internet settings.

Popup blocker was on but I made sure the BofA urls were in the exceptions...

If you have a credit card with BofA you should be familiar with Shopsafe, a protective feature that gives you a temporary credit card number for a limited amount that can be used for online purchases...
