I checked the resource monitor several times. Nothing out of the ordinary.

I've been using Norton 360 for a year and a half or so. No problems, has been great.

I'll check into Windows Defender...

An update: I turned my computer off last night, turned it back on this morning and it's back to normal. As quick as that, it comes and goes.

I do not. Even if I did, I don't believe it would...

I do not. Even if I did, I don't believe it would be the problem as I can have multiple programs running without a problem, unless I am in the "slow-mo mode" that begins on start up.
