External HDD Not Powering Off When Unused

I have a Seagate Canvio 500 GB USB 3.0 external harddrive (power comes from USB 3.0, no extra adapter), it has given me no problems up to now, and i'm fairly sure the problem is actually Windows 7...

Bought it from Best Buy. It says "Upgrade - Designed for Windows Vista*" on the top left of Box, so I assume that means Upgrade, not Retail or OEM.
