How to fix damage done by virus

Currently i removed virus's my brothers computer
and have checked thoroughly using three types of Antivirus

Avira run in: (safe mode and normal mode)
Malewarebytes run in: (safe mode)...

Just out of curiosty wouldent formating the main...

Just out of curiosty wouldent formating the main drive that has the current OS on it cause your system to shut down and not do anything
or get a bllue screen or a softrware error ?
