Try also running internet explorer in NO ADD-ON mode and see if it is any faster. If so, work backwards.

Ok, I kind of assumed you were running 64bit because this seems to be where these problems are. Try to restart your computer. Sometimes the scan cant fix the files while the computer is in use....

sfc /scannow would look for corrupt system files on your computer and it would then automatically try to resolve the issue by looking for the appropriate files
