Not sure why memtest would read it that way but I would trust your BIOS settings and CPU-Z. Mine is set to 5-5-5-15 and it reads it correctly in CPU-z.

I would get CPU-z and I would set it at least to auto with the exception of your memory voltage if it is indeed setting it to high. For me it was over the rated voltage so I had to knock it down....
