I doubt you will see much of a performance gain from defragmenting your registry. If your computer is slow, reformat it and reinstall Windows OR buy a new computer if the other one is super low end...

Power Saver turns on the maximum power saving options for your wifi card etc. It may also change the CPU settings a bit, but I'm not sure. If you are gaming, you should run it in high performance.
