I have a 500GB unpartitioned hard drive dedicated Win 7. I just checked the properties of my C drive anad it reads:

80.7 GB used

1.3 GB free

82.1 drive capacity

Have the taskbar set w/ auto-hide turned off and the taskbar locked but I can still move/rearrange my icons on the taskbar (left side of screen).
