Photoshop CS4 - problems opening

I've been having issues with Adobe Photoshop CS4 (part of Creative Suite 4 Web Premium) since last Friday. It worked perfectly fine on the workstation for at least 2-3 months before this.

I'm not familiar with group policy, but imagine it can be turned off. It had to be on...
