I use an air compressor about every 1-2 month to clean out the dust and I doubt you need to ground yourself while doing that, Just blow it out and let it sit a couple of minutes and you will be fine.

When I used GPU Tweak it applied them at startup so there should be a option for that, cant check since I stopped using it since my nVidia drivers crashed at random times when I was pressing apply.

Over clocking is what your doing with your gpu, you set cpu/ram/gpu settings higher then factory, if you under clock you would set the settings lower then factory settings, for example your gpu runs...
