"You must be logged as administrator to install this program"

I have tried to install qttabbar (QTTabBar) and after clicked in the installer i got the error message "You must be logged as administrator to install this program".

Because that program is still in alpha i thought it was a problem related to the program itself.

But today i tried to install Speed Crunch SpeedCrunch - fast and usable calculator
and got exactly the same problem.

I have windows 7 pro 32bits with UAC turned off. I have tried "run as administrator" and "compatibilty mode" and the problem continues.

Edit: It seems i cant install any program with windows installer.

Any ideas how to fix it?

Who is the admin? Have you tried installing in safe mode? is this a clean install? Has any changes been made to group policies?

I fix the problem running SFC /SCANNOW.
It seems some files related to windows installer were corrupted.
