It doesn't add a new firewall, but it gives you more control over the firewall in Windows 7. Personally, I don't use it. It seems unnecessary.
EDIT: I take that back. A search on the forums shows that it does install another firewall. I don't know the difference between the two though.
EDIT: I take back my edit as well. The search I put into the forums is showing topics that say it gives you more control over the native firewall. I don't know whether it adds a firewall, gives you more control over the native firewall, or does both now since I'm getting conflicting info.
