Windows 7 Ultimate x64 versus C# 2010 Express

I have C# 2008 express installed but am getting problems trying to upgrade to 2010. During the installation my hard drive is thinking like its on crack which is already strange then after about 10 minutes it fails and then eventually generates this log file:

Of course when looking into this i get C++ LNK1168 error when googling which is not what im looking for, so i am unable to find a solution to this problem.

So i went by by the log and deleted the url located at "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft Visual Studio 2010 Express\" since it was saying that it had problems writing to here, thinking that was issue, tried again and it still failed at the same part, if i push "Retry" on the error message it just makes the shortcut again and still says the same error.

I have a custom script i use to take ownership of locations on windows 7 because of all the admin problems it has, i also have ran this program as the adminstrator. I know windows more then you can imagine but this is the first time i've been stumped in years...It says it has problems writing to an ini file but it does not really specify which ini file is trying to read. Its as if the program is saying the URL is a ini file...however it is made successfully and the shortcut works just fine so im not sure whats wrong...
