3d Texture Rendering Issue

I am having a very expensive problem with my new PC that I just built. This system should be able to handle any game I throw at it. I have tried everything I know; from updating drivers to dxdiag to buying an entirely new video card! NOTHING has worked.. The problem is with all games I am using I.E. Mass Effect, Singularity, Bioshock 2, Dead Space (just to name a few) with *not all* sprites and surface texturing. Some items/walls/objects/characters (or parts thereof) will look sharp and crisp like they should, while others look like graphics from the 90's. Very. Low. Rez.

What can I do?
