Setting alternative programs to individual accounts?

Is there a way to make programs download to individual user accounts instead of all of them?

For example, my sister will download itunes and I get the desktop icons and everything else in my account.

I tried changing around a few things in program files properties. But would program data and apps sharing properties need to be changed as well?
