I've been using Picasa for years now. I am completely happy with it, IMO it's the best freeware photo organizer. Picasa 3: Free download from Google
Notice please that you should never publicly admit you are using Picasa or any other Google app; it's made by Google and because of that, you risk getting a lot of "Google is spying you, I would never use it" crap

Never use anything Google .....
just kidding.
Picasa is actually quite good.
Also, Windows Photo Gallery is worth looking into as well.
Its part of Windows Live Essentials 2011.
I prefer Windows Live over Picasa, but thats just me.
Either one should be perfectly fine for what you're looking for depending on your preference, and both are free. | My System Specs | | System Manufacturer/Model Number Custom (Self Build) OS Windows 7 Home Premium 64bit CPU Intel Core i7 2700k Motherboard eVGA P67 SLI Memory 8GB Mushkin Redline Ridgebacks @1866 Graphics Card EVGA GTX570 SC Sound Card XiFi Titanium HD Monitor(s) Displays LG W2453V Screen Resolution 1920x1080 Keyboard Saitek Cyborg PSU Seasonic x750 Case Corsair 600T SE White Cooling eVGA Superclocked CPU Cooler Hard Drives Intel 320 80GB -- Intel X25-V 40GB --WD Black 1TB x2 -- WD Blue 640GB Antivirus Kaspersky Browser IE Other Info LG BD/DVD |

Ciara- If you could use software that will not only resize your photos for use on social media but also offers tools to help your photos look their very best you might want to check out The FastStone Image Viewer.

For me the best photo organizer and editing app is free and already right on your system, if you use MS Office. It's Microsoft Office Picture Manager, and it's fabulous!!! It's very user friendly and I use it for just about everything that has to do with photos and images.
PS It's located in Microsoft Office Tools, and if you wish, you can make it your default photo app, so that whenever you click on any photo, Microsoft Office Picture Manager automatically opens and you can instantly start editing the photo or do whatever else you wish to do to it. | My System Specs | | System Manufacturer/Model Number HP Pavillion dv5t (generation 1) OS Vista 64 bit and 32 bit (SP2) CPU Intel(R) Core(TM)2 Duo Processor T9400 (2.53 GHz Memory 4GB DDR2 System Memory (2 Dimm) Graphics Card 512 MB NVIDIA GeForce 9600M GT Monitor(s) Displays 15.4" diagonal WSXGA+ High-Definition HP BrightView Widescre Screen Resolution 1680 x 1050 Keyboard Built-in HP Mouse Built in - Synaptics TouchPad V6.5 on PS/2 Port Hard Drives 320GB 5400RPM SATA Hard Drive with HP ProtectSmart Hard Drive Protection Internet Speed Max Other Info ~ Intel Next-Gen Wireless-N Mini-card w/Bluetooth ~ Blu-Ray ROM DVD+/-R/RW ~ Integ.
