I've been using Picasa for years now. I am completely happy with it, IMO it's the best freeware photo organizer. Picasa 3: Free download from Google

Notice please that you should never publicly admit you are using Picasa or any other Google app; it's made by Google and because of that, you risk getting a lot of "Google is spying you, I would never use it" crap

    Never use anything Google .....

    just kidding. :)

    Picasa is actually quite good.

Also, Windows Photo Gallery is worth looking into as well.
Its part of Windows Live Essentials 2011.

I prefer Windows Live over Picasa, but thats just me.

Either one should be perfectly fine for what you're looking for depending on your preference, and both are free.

    Picassa 3

I use it and find it simpler and faster to use than Adobe Bridge for PhotoShop CS4

That'll miff off the fanbois for sure!

Ciara- If you could use software that will not only resize your photos for use on social media but also offers tools to help your photos look their very best you might want to check out The FastStone Image Viewer.

If you need an image viewer that will read most of the available formats on the net have a look at Irfanview, which is freeware.

IrfanView - Official Homepage - one of the most popular viewers worldwide

if you download the add-ons and filters there is not much it will not display

For me the best photo organizer and editing app is free and already right on your system, if you use MS Office. It's Microsoft Office Picture Manager, and it's fabulous!!! It's very user friendly and I use it for just about everything that has to do with photos and images.

PS It's located in Microsoft Office Tools, and if you wish, you can make it your default photo app, so that whenever you click on any photo, Microsoft Office Picture Manager automatically opens and you can instantly start editing the photo or do whatever else you wish to do to it.
