Universal Theme Patcher

Has anyone used Universal Theme Patcher? I am looking at using a 3rd party theme on my Windows 7 64-bit system but am not entirely convinced as yet. Is this safe?

If you do not want to mess with system files then try this Enabling Custom Themes - Windows 7 I used it with no trouble.

So, if i use this i can then install and run any 3rd party theme and it doesn't mess with any system files?
