I've had the exact same issue in previous build of 7, where the video was converting @ 4:3 but showing black lines and the sides (no manner of tv perspective shift will conquer this). I'll run some tests on build 7229 & post the results, but it might take some time | My System Specs |

thats just some addon for movie maker and movie maker(not sure what though) but you cant download movie maker as a

Oh you are right, that is for developing your own stuff. My mistake for not reading it >.<
Anyways, since it is bundled with Seven just try a repair install of the OS. Nothing will be lost, and it will (hopefully) fix this.
