What programs? As long as the program doesn't require administrator access than you should be fine

    Standard user access to programs

I just added a standard user and want them to have access to Microsoft outlook and mircrosoft office. I have tried changing permissions and have allowed full access to these programs but they are not accessible.

You may have UAC enabled, which may in your case be a good thing.
