Thats all on the coding side. I am and i think this thread is talking about the design aspect of a website.
Making a pretty picture does not make a website. HTML and CSS are required to make a websit, a professional website.

Layout and how things will function is "pretty design" its a programmers job to turn that into css, html, java, php, etc..

Thats why theres web design and web programming

Yes, the programming side you need all the technical knowledge of the coding languages.

Personally I feel this thread is talking about how to create the layout and structure of a website to hand of to a programmer.

HTML and CSS is not programming!

HTML creates the foundations, marks up the content.
CSS creates the presentation, makes up the layout/color/looks.
Both are part of the designers job.

And maybe if you read, the original poster is not a team. He has no specific people with special job titles but himself. Which means he will be doing EVERYTHING. So any difference between web "design" and/or "development" is irrelevant.

I did say in one of my responses that this is what I may believe and is my intention of posting in this thread. And I personally do not believe that CSS and HTML are a designers job. Why would a programmer want your names for the css files and your crappy coding when he can do all that in his sleep and remember all the names made up for the css?

Web Design is not print, it demands more from the designer then just a pretty picture. Maybe where you work it is different and they like their designers just throwing out pretty images that would never work on an actual web page. A programmer would have little need for the CSS or HTML other then a few routine JavaScript additions. If the developer was smart everything important is backend.

However, the designer is responsible for layout, design, color, content placement. Creating the HTML foundation and the CSS to these requirements is the job of the designer. Are you expecting the developer to take time off to slice your pretty little image up and try and fit it all together so it relatively looks like the original? That is not the job of the developer. That is the designer's realm.

The programmer I am working with is doing that. All i have to do is supply the font, weights, size, poistion of things, and how things will function.

Im not saying oh here programmer this a pdf or jpeg and turn it into a website. Im not stupid. As a designer you need to understand basics of web and you create the design with those things in consideration. You don't always know every last bit of content that is going to be in the website, i.e text. So you cant say that as the designer you will always have to do the Html. The website I am working on I actually only know conceptually what text will be placed in and I am designing accordingly. The programmer who owns the site will put the correct txt in and do the html and css. Yes I will help with the css because I made the layout and how things will function
