If you get a license for 3 users on whatever software and you use them on 3 computers and then take it off of one of the computers or one of the computers blows up can you put the software on another computer.

Cant give you an answer for every software and every manufacturer, but if you are talking about Microsoft Windows, then yes, as long as it is not an OEM license.
The answer is almost always yes, but it can vary in terms of the process. For some computers, that would be just fine to reinstall on a 4th computer, if one of the original three is no longer functioning or no longer has the software installed. Some software, like newer Adobe products, need to be deauthorized before being reinstalled on a new computer. So, since you know the application in question, do some quick research on their website.
