File "winhelp.dll"

I am an software engineer, and working with some programming stuff in Windows 7 home premium 64 bit OS. My stuff involves some HTML framework, which internally requires "winhelp.dll" file, this work fine in windows 2000 and other versions including windows mobiles. This file is not included in normal windows setup, i guess it is excluded from windows vista and windows 7. Like ".hlp" files normally doesnt work in this OS versions.

Any clues or threads on this topic which can help me, or anyone who came across this issue and resolved.

Any kind of help is appreciated.

Thanks in advance
Mannu
