Console Applications don't work

I transferred a couple of console applications from my Windows Xp laptop to this Windows 7 dekstop via a flash drive. They just don't run. When in command prompt I'll get an "access denied" message. When I just double click in explorer it says "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access them." They run fine in Xp. I can't copy them to the local disk and when I take ownership of the folder, nothing changes. I have tried with 2 flash drives, one formatted as UDF and one formatted as FAT32. The strange thing is, though, I can run things that are is the SYSTEM32 directory fine such as ping.exe
