Cannot run Ping.exe from another drive/directory

I wanted to have copies of some of the intrinsic Windows 7 operating system command line .exe files located on another drive and directory. When I run C:\Windows\System32\Ping.exe /? at an Adminstrator's command prompt, it runs fine. If I copy this .exe to X:\Temp\ping.exe (X: is on the same hard drive on the same computer), it will not run at an Adminstrator's command prompt. The file on X: has full permissions. I am running Norton Internet Security. This must have an obvious answer, but I am mystified.

No obvious answer. Ping and many other command have dependencies. They need other things in order to run. Other things also need them to run.

Why would you want to do that?

I am actually trying to set up the use of the command line program Robocopy.exe by putting together a consolidated set of files (executable, script files, and help documents) needed to make it do what I want it to do. These command line programs such as ping and robocopy are small program files, and as I learn how to use this new OS, I am trying to learn what unexpected problems and restrictions I encounter in doing what I have easily done in the past. Win 7 has obviously introduced some new barriers which so far seem pretty pointless. The dependencies for ping or robocopy are of course still present in the system file locations, same computer, so they should be findable, but your suggestion that maybe ping and robocopy can't find them is intriguing. However, there is no problem doing what I stated I am trying to do in Windows XP SP3.
