major problems installing certain programs

Good day:
Something really strange has happened to my computer the past week or so
I have a number of third party programs (different manufacturers) that will not install on my windows 7 64 bit pro box (Dell precision T7400). It seems that most of the problems revolve around the c:\windows\installer or the c:\windows\temp folders (I get errors saying unable to access a file or a database during the install). The installers are all .msi files.
The user account I am using on the computer is an administrator account.
I have shut off all malware protection (in this case, g data Total Security 2011), and I run the installers elevated.

The problem appears to be a privelege issue with the windows folder; as far as I can tell, the security settings are the same as a few weeks ago (I haven't changed them). I have not installed any third party programs in a while, only updates from microsoft.

I'd really like to try a fix or two before doing a clean install of windows 7.

Any help would be greatly appreciated

Have a look here;

How to troubleshoot problems that may occur when you install, uninstall, or upgrade a program on a Windows-based computer

you may get a popup offering to fix the problem automatically. The MSI clean up utility has been removed because it caused other problems.

This is the "Fix it" page; http://support.microsoft.com/kb/971187

Come back and let us know how you get on.

Ok, so a few days ago, my system crashed and I lost a lot of data. Also, my performance went down the toilet. Long load times, freeze ups, etc. SFC/scannow wouldn't even finish a scan (17%) and would find corrupt files it couldn't fix. So I thought I would do a repair install of Windows 7. ...
