OCR Scanning is available in most (but not all) versions of MS Office.

Here's some 3rd party OCR apps that convert PDF docs (for example) to MS Word docs:

    WITH 3RD PARTY SOFTWARE - ON-LINE:

Koolwire You can choose the destination file format

Document Converter eXPress Convert files to PDF or image (BMP,TIFF,JPEG,GIF,PNG) free online. It allows you to set the resolution and quality of the output file.

    3RD PARTY SOFTWARE - OFF-LINE:
(Some are editable and some are not. I've listed the apps that CLAIM to be editable, but I only can vouch for the ones I've used myself.)

I've tried this PDF to Word doc file converter: 1-2-3 FileConvert - Free PDF to Word Converter and not only does it work well, but the resulting Word doc is editable.

PDF Converter Professional 6 - $99.99 (published by NUANCE – which makes OmniPage OCS software - $499). PDF Converter Professional is Nuance’s PDF to Word EDITOR! http://www.nuance.com/imaging/pdfconverter/pdfconverter-professional.asp

PDF-to-Word Download PDF-to-Word Demo 2.5 $30 -an application that allows you to convert PDF files to .doc files. Although there are many PDF converters out there, this one allows you to completely convert a PDF file conserving its original formatting, which many other application just can't do. This application will analyze your PDF file from bottom to top and, then, in a very smart fashion. It will take into consideration the disposition of paragraphs and graphics and convert them accordingly, so that you get a loyal copy of your PDF in a format that is easily editable. It also converts graphics and lines characteristic of the PDF format into elements that are supported by word. The user interface is really graphical, which makes it easy for the user to know what to do and how to do it. There are many options that the user can play with to get a document of his or her liking.
