ned S/W that answers calls - plays Greeting or Sends to FAX CNG tones

I have a question.

I would like to have the call answered by a main menu greeting with Options, Press 1 for this and 2 for that. And, I would like Windows FAX and Scan to recognize CNG of an in-coming FAX and route the call then to the Windows FAX and Scan Software.

Windows FAX and Scan works great. I just want to front-end it with answering machine functionality with a greeting and determine itself if it is a FAX or a Voice Call, which then should go to the Main Greeting - not missed FAX call - could not answer.

I would prefer a free software that works with Windows 7 64-bit. It seems to me that it should be a part of Windows FAX and Scan included on my PC. It is wrong to have every call answered by Windows FAX and Scan when surely it knows if it hears CNG tones designating the call as a FAX and if not, play a Greeting (Answering Machine.) I also should be able to click the mouse and talk them on my mic and speakers.

Thank you very much if you know of such a S/W. I had one on an earlier version of MS Windows that did at least play a Greeting and determine FAX CNG tones.
