Break down and Recreate .gif image files

I am wondering how to break down a .gif image file into several different images. Also, anyone know of any programs that can edit them. Mostly just the size, for now atleast. I have Photoshop CS3 and am very inexperienced with it. (If you really wanna know the background, I did a semester of junior college for computer graphics but then some stuff happened and I had to drop out.) And anyone know of any programs to create a .gif image file. I think that Photoshop is capable but I don't know how, so any guides? Thanks so much for your help.

These are a few that i think ive used in the past to split gifs:
encoderX : Freeware : Image Editors

Im fairly sure that irfanView has an option to export all gifs to jpgs if i remember correctly too.
IrfanView - Official Homepage - one of the most popular viewers worldwide

If you want to create gifs here is a step by step tutorial in photoshop cs3:

Don't be. Every little bit of help is always appreciated. I tried googling things myself, but ended up chancing my tail. Lol.
