Rights to uninstall

I am trying to uninstall a program called PaperPort Image Printer 64 bit. When I press the uninstall button, I get a message saying "The System Administrator has set policies which prevent this installation". Then I get "You do not have sufficient access to uninstall PaperPort Image Printer 64 bit. Please contact your administator.
I am the only user and have administrator rights.
I created a new user with administartor rights and it could not uninstall the program either.
How do I get the rights so I can uninstall?

Welcome to the forum,

You can also see if this helps,

Built-in Administrator Account - Enable or Disable

I would suggest disabling it again after you have given it a try, or at least creating a password to protect it as suggested in the tutorial.

Users with administrative rights don't get all rights
I did not see this addressed in several searches. What I have found with several new installations is that the very first username you establish has rights beyond any other subsequent users you add even if you give them "administrative" rights. This specific problem that having is that I need to...
