unusual uninstall issue

I can't uninstall any thing from my computer. When I go to control panel uninstall program. It just says I have to wait for a program to finish its uninstall. But there is no program that I know of that this is happening to. I hit f5 and restart but the same message pops up. How do I fix this?

You may have damaged or corrupt system files. Try running System File Checker. If it finds any problems run the scan 3-4 times.
