Windows 7: Software W7 find it troublesome opening

Software W7 find it troublesome opening

I just downloaded the installer of the game TalonRO at their main website yesterday. I actually downloaded it twice using Internet Download Manager 'cause the first one got corrupted after a sudden power loss at our area because of bad weather. The second one was a success but apparently windows explorer find it troublesome opening / running the installer. I was able to install it in safe mode though, but still windows explorer finds difficulty reading it when opening a folder that contains the file anywhere in the PC if not in safe mode. Are there any ways to fix this? More like re-orient the .exe file to windows explorer and see it as a normal .exe file like it used to?
