I'm searching for a software that when the computer boots into the desktop, the user is unable to do nothing in the desktop except move the mouse, with no icons, no shortcuts, no key shortcuts, nothing except move the mouse any ideas?

Can't find any specific software to do that, best thing you could do is to create a Group Policy setting on the computer - Lock IT Down: Secure your desktops with Windows' Group Policy Editor | TechRepublic

Note   Note
The Local Group Policy Editor option is only available in Windows 7 Professional, Ultimate, and Enterprise editions
