I installed ultraEdit a long time ago, and it is difficult for me to go back to a restore point. It seems my problem is a bug in windows 7.
I have tried sfc/scannow earlier this morning. My OS files seemed okay after the scan, and it did not do anything to solve my problem with the default program that opens text documents.
You can try this restore default file association,

Scroll down to the txt, download and follow the directions at the top.

I applied your suggestion for the default file type associations, but I did not see any changes.
The problem was due to ultra edit. After installing ultra edit, when you open it for the first time it shows "File Associations" window, there you might be selected all the check boxes(i.e., default file associations ultra edit opens). Here if you select .txt check box, then by default txt file opens with ultra edit & if at all you uninstall the ultra edit, the default option for the txt files would be ultra edit only, so when ever you open a txt file, it shows windows shell window, to open with..... In order to solve this problem, install the ultra edit once again, this time whenever you open ultra edit for the first time, then uncheck the txt check box & click on "ok", then the problem will be solved. I personally faced the problem & solved this problem

its been a while since afache posted ,presumably he solved his problem, but your post will help anyone else searching with the same issue
Here is a solution. Reinstall UltraEdit, Go to Advanced/Configuration/File Associations and delete TXT
