Can't change Currency Format

My currency format is displaying xxx.xxx,xx. It's really messing up my financial software (Quickbooks). I have gone into the control panel/Regional and Language Options/Customize Regional Options/Currency and found it is set up incorrectly. However, I'm unable to change the settings to xxx,xxx.xx. I don't have any choices in the dropdown lists. The separator only displays . (period) and the decimal point is , (comma). Is there some other setting I need to change in order to be able to change the currency format?

I believe that you should be able to just edit the Decimal and Digit grouping symbols. Options would presumably be offered in the drop down boxes only if you have more than one locale installed.
